Well, let's see: I've taken a picture of a bear in Alaska, but I don't think it was sleeping. And I doubt there are enough police around (or heck, even enough people) to care if I woke it up. In Washington, the police are clearly too busy standing around doing nothing to write tickets to bear photographers. So, yeah, it'd have to be Wyoming.
Hmm, good thinking, JD, but it turns out it's Alaska. My question is why you'd want to wake up a bear, exactly...
